10/2/20020 Governor Roy Cooper announced that the State will move to “Phase 3” with regards to coronavirus restrictions beginning Friday, Oct 2. Cooper reiterated that face coverings must be worn when people are in public places as officials seek to stabilize concerning trends of increasing viral spread. 
Here are some of the new rules that Cooper announced:
  • Bars may operate outdoors only at 30% of outdoor capacity, or 100 people, whichever is less.
  • Indoor entertainment venues like movie theaters and and conference centers may open to 30% capacity, but with no more than 100 seated guests.
  • Outdoor venues that seat more than 10,000 people may operate with 7% occupancy for spectators or fans.  
  • Outdoor entertainment venues that seat 10,000 or fewer people may operate at 30% of outdoor capacity, or 100 guests, whichever is less.
  • Indoor mass gatherings continue to be limited to 25 people while outdoor mass gatherings can have as many as 50.
